What is the procedure to apply for the father's job in govt sector

Respected sir, My father was working MTNL OFFICE in ghatkopar Mumbai.his work comes in semi central govt.he expired on DUTY in feb 2017,im his son with machanical DIPLOMA AND GRADUATION.im heard from someone that i can get job in his office place of my father As a substitute of my father,i want to apply this job.now im jobless and want this job,but im not able to get details,what is procedure and Rule of law.can i apply for this job,pls give me answer.i humble request to u. Thanking you sir..
The compassionate appointment is applicable to the people mentioned below.
To a dependent family member –-
(A) of a Government servant who –-
(a) dies while in service (including death by suicide); or
(b) is retired on medical grounds under Rule 2 of the CCS (Medical Examination) Rules 1957 or the corresponding provision in the Central Civil Service Regulations before attaining the age of 55 years (57 years for Group ‘D’ Government servants); or
(c) is retired on medical grounds under Rule 38 of the CCS(Pension) Rules, 1972 or the corresponding provision in the Central Civil Service Regulations before attaining the age of 55 years (57 years for Group ‘D’ Government servants); or
To a dependent family member –-
(A) of a Government servant who –-
