What is the maternity law for a start up company

i have a start up and starting to hire my first employee. I want to hire women too but with maternity law it is complicated as funds r less. Where in the law it states that it is applicable for companies with 10 or more employees only? can you clarify and show me in the notification that it is applicable for 10 or more emp? also if hire a women from a temp agency on contract than technically she is on payroll of that agency so will i still have to give the maternity benefits?

women working in the organised sector paid maternity leave of 26 weeks, up from 12 weeks now, a decision which will benefit around 1.8 million women.
The law will apply to all establishments employing 10 or more people and the entitlement will be for the first two children. For the third child, the entitlement will be 12 weeks.
