What action can I take against abusive and harassing senior at office?

My senior at office abused me at one of the conference after getting DRUNK. He shouts at me while talking to me. He is withholding my claims. He keeps in his custody all the document marked to me and give it me after so many days. I saw him smoke in premises twice. His body language is quite aggressive towards me. I don't have any proof of this all, this is my problem, so I wont be able to prove it to my higher authority. I work in a PSU.
this is a big problem with many juniors that their seniors when they are not actually deserving to that post or due to some other reasons misbehaves with juniors but it is not a wrong with junior rather it is senior who should be punished what you need to do is that now a days all cell phone have recording facility , so at least you try to do one such recording , apart from that you give in writing to your higher authorities giving full detail exactly what happened with time and date if you do not remember of past now on wards you can note it down and reduce it in writing , it is crime both morally and legally to abuse someone so dont afraid of do complain of him and if you further need any legal assistance you can contact to any advocate
