Want promotion with lower pay scale what to do

I am working as Instructor in Govt ITI for the last 18 years in the scale on 10300-34800 + 4600 grade pay.Now the department is promoting me as Headmistress in the scale of 10300-34800+3800 grade pay..How can one promote me in lower scale..My seniors also joined in lower scale..What should I do and how should I proceed. Please guide..I want to take promotion but dont want my pay to get lower than what i am getting now.
You should first look into the rules and regulation and promotion policy of your department after that contact the head of your department regarding the same if there is no solution then you can file a PIL regarding the same in the respective High Court.
