Want clarity on the grading system of Chattisgarh Police Department?

I was due for promotion. to my notice my junior has been promoted. when asked to clarify they said that the promotion is given to him coz he is junior. i want to know that promotion is given from the date of joining and what is the pattern of Seniority?
If you are working in a governmental post or a public sector enterprise then you may file a RTI application to enquire into the manner in which promotions are to be made. If you are unhappy with the response then you may file a writ petition challenging their action.
