Urgent My Employer is refusing 2 pay salary due 2 lack of aadhaar card

Dear Lawyers,
My employer is telling that they are unable to open new PF account without aadhaar card.
Hence they have blocked my salary till I get aadhaar card.
PF department is not bothering to provide me any answer.
What are my options? Can they force me to serve notice period without providing salary
