University didnt give me the pay scale of my job how to proceed

sir I am service in Gujarat Vidyapith Deemed to be university 100% granted by Government of India. My University not give me the pay scale of my job. I am apply for Data entry operator and G.V.P. (Gujarat Vidyapith) give me pay scale and designation L.D.C. (lower Division Clerk) The give me the promotion after 24 years. gvp give my junior promotion. This is my issue
A suit for damages may be filed against your boss in a civil court. But ideally one should start with approaching the management of the Company so that an internal inquiry may be conducted against the concerned person. in this case you can also file a suit under order 32 of cpc for recovery
