Unauthorize creation of post by a local HOD.

I am a central Govt Service officer, I have been asked to report to an officer who belongs to some other cadre, but has been put above me on an arbitrarily and locally created post by Head of the department. That is extra post has been created locally without govt sanction. When I raised issue, I have been sidelined. though nothing adverse has been done to my pay but I feel I have been deprived to function as per my status. Can I get relief if I proceed to CAT.

you can challenge the appointment of arbitrarily created post, on the grounds of being created without government sanction and that the post was created only to restrict you from delivering your KRA.
CAT is the right forum in this regard, but you should remember that no injunction will be granted till final arguments are heard by CAT
