Technical resignation and delay in sending Service Book

I applied for technical resignation from the post of Assistant Agricultural Marketing Officer(Administrative),Balurghat Sadar to join the post of Junior Statistical Officer at SRO Siliguri under MoSPI,Govt. of India. I was released from the office of Assistant Director of Agricultural Marketing (Administrative),Dakshin Dinajpur where I was posted on 30.09.2021(AN) and finally, The Director of Marketing, Govt. of West Bengal has accepted my resignation on technical basis. Later on, my present head office I.e NSO(FOD),RO Malda has sent a letter requesting to forward my Service Book and other relevant papers. But, my earlier office issued me an order stating that I had drawn last three months salary irregularly and this amount should be deposited in Treasury Challan immediately. But,The fact is that I was in service till 30.09.2021 and there is no overdrawn amount . They are intensionally doing injustice against me. Please suggest what should I do now.
you have to give representation in detail before the appropreate government officers/officers and if in a specific time period they do not give you relief or solve your issue then you have to approch appropreate court for redressal of the issue involve.
if the relevant office have done irregularity in their part then the court will consider that to give you justice.

In technical resignation lien with the department cannot be denied even if the employee ignores to mention
All the benefits along with period of service are to be counted . Here it is not clear whether the recovery was asked by the department or only through the audit branch
