Son applied for father's govt job but no support from the authorities

The son of a deceased sweeper (permanent posting) in Govt. UP School applied for employment on dying in harness grounds as well as for her pension benefits with documents in support, like say her DOB, medical treatment certificate of her disease etc. as required which was duly acknowledged. The HM said it was forwarded to the Asst. Educational Officer for approval. Now the HM says that the Service Book forwarded along with the application is missing in transit and hence applications not granted. He put up petitions to higher authorities. The query lacks clarity. What is meant by "Now the Department says she was already terminated fr"? Further, appointment on compassionate grounds and grant of pensionary (retirement) benefits are two different aspects - the first one is discretionary. But payment of benefits to the family of the deceased employee is required to be completed expeditiously. The School or the Educational Officer cannot take umbrage under any pretext. Further suggestion requires professional consultation.
