Seniority of candidates recruited as a result of single advertisement

How is inter se seniority of candidates RECRUITED AS A RESULT OF SINGLE ADVERTISEMENT for different districts determined where the results of selection process has come on different times and recruits have joined on different dates. Can recruits from one district become seniors merely because the selection process has taken more time in case of other recruits from other district or districts despite the fact that there has been a single advertisement for all the posts?
