Seniority and promotion issue (I appointed on compassionate grounds)

Hi sir
I appointed on compassionate grounds (medical invalidation) in power distribution company which is owned by state government.
I appointed on 01.01.2018
After wards existing employees who have done diploma in ccc they are appointed on 30.07.2018.(conversion from jlm to junior Engineer). before that they have advantage that service weightage for getting promoted which is removed now.After wards Direct recruitees were joined on 03.01.2019.Then who will go on top in seniority.any roster
hi first of all need to see the relevant clauses and tour appointment letter and the policy of promotion involved and the method of recruitment and other policies and baeed on that you could approach court
