Salary not released after one month notice period resignation

I joined a private limited Delhi-based kitchen appliance company in june 2015 on salary of 44000 per month, (as per offer letter ) company started giving me random salary between Rs 28,000 to Rs 44,000, because of funds issue or with bad intention. But I supported in good faith. But last month, I gave my resignation on 17th Jan and asked them to relieve me from service from 17th Feb. HR of company replied with noted to this mail and it seems i am relieved from my services. But i have not been given my jan, feb salary and remaining salary of last year plus expenses which comes to be around 2.5lacs. Even after, multiple request and mails,  company is not taking any action and my pending money. company has given me many months salary and form 16 and some radom months salary slips as proof of my 44000 salary but now company is denying my mails. Kindly suggest what can i do: as a proof i have following: offer letter (44k salary) form 16 salary slips.
