Salary not paid by Education department since joining (1 year)

My wife joined (Oct'15) as an Asst Teacher in one of the Govt Inter College. Job offer was made my Joint Director of Education, Lucknow Region under LT grade teacher recruitment, but since she has not been paid any salary till now when contacted the officials even the Director gave the reason that her educational document verification is still pending from Lucknow University. I tried contacting University but they ask for some specific tracking info (dispatch no.) which Edu department denies to provide. Now among all these non sense the salary is stuck. Want to know if there is any provision that make them stop the salary until whole verification is done? If not, how can I try legally?
