Because of serious grammatical mistakes in your query I have not been able to understand your query at all. It will be better if you consult on telephone. I tried my best to understand what you are trying to convey but I have not been able to make out anything.

You must approach the High Court asking for a writ of mandamus to be issued to your department asking them to release all of your ending salary immediately. The fact that a case concerning your appointment is pending before the Court cannot be a ground to withhold your salary for the time period you have been working.
