rules to get my reduced salary working as same post and same place

I am working as pharmacist in health center Jawaharlal Nehru University (ministry of HRD ) new Delhi since 02/08/2007 through contract basis hired by different agencies ( out sourcing ). Since nov. 2012 to april 2015 I have been drawn salary Rs. 15000/ per month but as new agency has taken its contract my salary has been reduced to Rs. 11900/ whereas I am working same nature of job and same place . I want to know ,is it possible to reduce salary in this manner. Is it any rule how can I get my old pay slab.
