Rules regarding obc certificate and employee

My mother and father both are group C employee both have govt. salary 7 lakh means by combining it is 14 lakh but in govt. employee case only group 1 and group 2 officers are creamy layer so i am under non creamy layer . 6 lakh income counted to those where post is not determined . am i right ? now i am from uttar pradesh if i ask 8 lakh is criteria for determining creamy layer in obc in up. but i want to whether the same condition applied for govt. employee for belonging to Obc or other. if i want to apply for any jobs in up??

This post is not to offend anyone but being an advocate on a general note I would like to put something here as I am earning my bread and butter either by speaking or by drafting... So to start with I would like to say that you are above creamy layer when it comes to income tab but the issue to be taken into consideration is whether the one's who really deserve the reservation are getting the fruits of the same policy, my answer to the same is no as they can't even get their caste based certificate made from the certifying authority while those who are above creamy layer and have means to get the certificate made by bribing or forging the documents or by not producing the family income papers are availing it. I have seen people driving in mercedes, BMW wearing hermes, armani and various snob appeal luxurious goods and still are below creamy layer and crying for seats, I have also seen people availing the reserved candidate bracket in india but when it comes to studying abroad then in no time they are free to spend 35 lacs for their further education which puts a question as to whether prior to that they were above or below creamy layer... The government is also mum over this because the very same people are their vote bank which in turn is eating the entire nation... So be very fair and dont swallow others right... As I told earlier I derive my living by speaking and drafting.
