Resigned from service as per contract how can I get my F&F settlement

I am the ex employee of Reliance Life Insurance Com.Ltd.I had resigned 4th of April with 15days notice period as per rule . Till now I did not get any fnf amount or my releiving letter . The previous HR said that I have to pay recovery amount 6000. Then where are my 19 days salary ? If any recovery amount In my name then why they do not adjust from my fnf amount which is approx 18000?

 If your F&F settlements were not done even after your resignation please be informed that you have an option to send a gentle reminder through E-mail or register post acknowledgement due to your ex-employer regarding your dues and spread sheet indicting  ground/area you were entitled to. Please do all correspondence with your ex-employer in writing. In case of no response or in any case you are not satisfied with their response  you can send a legal notice for the same through an advocate and then file a suit for recovery of your dues if they do not reply.
