Remedy in case management not following fixed criteria for promotion

I am 47 yr old male working in a PSU for 25 years as Class III. For the last 3 years I am appearing for interview promotion to class I and I am denied it. Confidential reports for past several years are favourable.The management does not follow any fixed criteria and acting as per their whims.(In 2003 I was issued a warning letter for a non-serious issue.Subsequently I came to know that female employees who indulged in similar acts are excused without any letter)What can I do to get my due promotion?

There are missing facts. There cannot be a case of regular promotion from a Class III post toa Class I post ... ..Please disclose the complete facts.
