Related to lien in Uttar Pradesh PSU

Dear Sir/Madam,
I was regularly employed in a Uttar Pradesh PSU. I applied for other government job through proper channel and after selection, I resigned from my parent company asking for lien, but my parent company accepted my resignation without providing me lien even though my services in the parent company were more than 4 years.
Now, I wish to go back to my parent company and as they have not given lien to me, I may need a legal procedure to join back my parent company. Hence, I wanted a legal advice on this situation.
First question, what was the nature and quantum of lien involved?
Second, did you approach the company regarding your rejoining?
