REGULAR PROMOTION FROM BACK DATE how can I demand it

I have been promoted on adhoc basis in the year 2016 against vacancy year 2013-14. I was eligible for promotion in the year 2013-14, but the DPC could not take place till 2016. Also the DPC was held for regular promotion but the order was issued on adhoc basis citing a reason of pending CAT case which was filed in 2015. In the year 2013-14 I was fully eligible for promotion and there was no injunction from any court/CAT. Can I demand promotion from the year 2013-14.
You need to file a case in Central Administrative Tribunal and if Central Administrative Tribunal finds merit in your case and lacunae in the administration of the said department you will get your promotion in back date
