Regarding my PF withdrawal from my Previous Employer

I have been working with a start up for 4 months. Joined them in July 2015 & my last day with the firm was in November 2015. Since then I have been following up with them to withdraw my designated PF amount, but not receiving any sort of communication on the same. They have promised to settle the matter by March, but still haven't showed any form of action to help me with the same. I would need some advice regarding it, if you can let me know how can I proceed with the matter.

The initial step for recovery of your pending money is to send a legal notice to the company. 

In the legal notice we provide a stipulated time to return the money failing to do so, you would require to file a civil suit for recovery in the concerned civil court. Please note that you will have to pay the corresponding court fee as per the amount of recovery to file the recovery suit.
