Regarding courses available on false corruption complaints

A false corruption complaint has been filed after the contract case was terminated. The cotractor was not working inspite of repeated reminders and finally on the basis of reoorts from field officials, call was taken to terminate the contract as per contract conditions. Contractor filed a false bribe compliant to CVC and CVC ordered Departmental enquiry in which it was found there is no vigilance angle but CVC differed and departmental proceedings have started on the basis of 1st stage advice of CVC. CVC has said that allegation is true on the basis of comparative analysis of two contract cases of same contractor. CVC stated that bill was passed in second contract so that deduction can be done for the recovery of termination of other contract and this a kind of pressure tactic followed to obtain undue benefits. What are the legal courses available as it was a baseless false allegation?
