Regarding case against government university for partiality

My government university is not permitting me to join doctoral degree under faculty development program. I have already completed 5 years of service. Other employee from my same university have been permitted even before the completion of 5 years. I wish to get due permission for joining doctoral program at the earliest.
You can file a writ petition in high court. You can collect all the papers regarding permission given to other persons. Because in court you will have to show that there was breach of your fundamental rights and university is acting arbitrarily
