Regarding application of Maternity Leaves

Dear Sir ma'am
I have taken leave without pay due to severe complications in my permanency from the third month of my pregnancy
As my due date is near am I eligible to apply for maternity leaves
As my organization reluctant to provide the maternity leaves
I have been working there for more than 2 years

First of all, I would recommend you to contact your HR for the same. If in case no required action is taken for it, then you can send a legal notice to your employer. If still the employer does not respond to the same, you can take further steps by filing a complaint against your employer for maternity benefits in the labour court.
