Received tender from railway can I give it to third party

respected sir/mam, i want to know whether Central Railway work Tender has allow to a person who got the tender to give it to third party or third person as a sub tender. because one person who having work tender of central railway , gives that tender to us by taking NOTARY writting from us and now further he is not giving us our money ,.... please suggest me in the same what to do ..because we invested 4 lakh Rs in his tender but now he is refusing to give us any billing amount as wel as deposite amount.
