Public money misused by HR Dept. of a PSU for undercover ops

My relative is working in a PSU company and the HR department of the same company has been running an undercover operation illegally to torture him and spoiling his personal life. They have been using public money running into several lakh Rs. Apart from criminality & conspiracy against my relative, the funding aspect for hiring the undercover agents is also important as misuse of public money for settling personal enmity is totally unacceptable. He has sent them more than 300 reminders and has got no response so far. This alone proves that some serious malpractice is being done. What are the legal provisions to bring to books, the officers responsible for impropriety, malpractice, criminality, conspiracy & concealment? Kindly advise and provide reference so that we can educate ourselves on this.
