Promotion Reversal due to fault of management what can be done

I am working in a PSU. I was promoted in 2012 based on my performance and now after 4.5 yrs my promotion is being reversed(delayed by 1 year) stating that procedure was not properly followed by the management during that time. I have no role to play in the mistake it is purely management mistake. Now they are asking me to pay the amount that i got due to promotion. Whether it is legal to penalise the employee for the mistake of management, that to after a period of 4.5 years.
You can file a Petition against reversal of Promotion after 4.5 years. You can challenge it as its unconstitutional. You have a very good chance to win the case as the management is not a proper job. you can also file for compensation.

your promotion cannot be reverse unless you made a fraudulent play for your promotion but it depends upon the case to case basis. your promotion order should be perused before giving any suggestions along with your juniors promotion.
