Procedure to deal with complaints with Disciplinary authority

This is a case of government employee who was a state nominated witness against his disciplinary authority in harassment of a Dalit employee by said disciplinary authority.Therefore said disciplinary authority proposed a series of chargesheet and imposed punishment against his witnessee. The said witnessed govt. employee is now retired before 2 years.What is remedy?
Now,the charge sheet should be challenge before the concern apex authority or Hon'ble High Court with the given grounds.If,the authority concern does not take any action then the matter is also challenged before Hon'ble court.
