Person aggrieved of promotional issue filing case what can be done

Mr.X (M.A.,M.Ed) joined duty on 20.12.2002. Mr.Y joined on 19.12.2002 (M.A.,B.Ed) with the condition to complete M.Ed within 3 years.But Mr,Y has got a G.O exempting from doing M.Ed. Mr.Y completed all the departmental tests within 3 years. But Mr.X completed all the tests after 5 years. The Appointing authority found Mr.Y senior to Mr.X and gave promotion to both. Aggrieved more , Mr.X filed a case against Mr.Y in the high court of Chennai. The court on complete interrogation found that Mr.Y 's appeal or petition is wrong. But Mr.Y, in an inhuman way, continuously filing writs on Mr.Y. Mr.X is a male and Mr.Y is a female. Kindly answer to the maximum.
