Permission to work in part time business while already in govt job

Sir, I am working in Public Sector Bank. Can I do individual part-time business or online part-time work for extra source of income without hiding my original identity ? Many of my friends are doing individual business in online on part-time basis. Most of them are working in Software Company as an employee. At the same time they are also doing some business in online on part-time basis as a source of extra income. Is it legal in India ? Can I do the same while working in Government Bank ??
It is not legal because in order to hold a Government Post, one of the pre-requisites is that, you cannot have any house of profit in your name. House of Profit connotation also includes "Any side-business".
