Pending of 2 years of salary at employer side

My employer not paid me salary of 2 years, its an engineering institute, they have deducted my PF component. Currently I am working with other organization.
I am continuously communicating with the institute and the grievance committee but no reply from them.
What should I do now?
This is myresponse to you:
1. You must first send a legal notice;
2. If they still don't pay then you will need to file case in court;
3. Collect all evidences of salary paid and not paid;
4. Consult a local lawyer and take steps.
