Is it legally permitted to give salary after 45 days (i.e on 15th of the next month) for the 30 days of work (i.e from 1st to 30th of a month) in case of employees receiving a salary above 30,000/- per month?

There is no impediment at all. However, it is advisable you include a clause to this effect in the employment agreement you enter into with your employees. ....

Dear
You have not mentioned that whether that was your first 45 days of service or you are talking about the period after certain years of service you have rendered. Firstly, if it is first 45 days of your service then it may be permitted according to the customs and usage of the company in which you are serving. If it is in between, then you can seek clarifications from your emplyer/HR section of the company that on what account this has been done. If this is regular affairs then matters becomes disputed one. Also your terms and conditions of the service become relevant at this point of time.
