Why it has to effect in your selection process. As for as you are healthy and your parents disease is not in your control neither it is hereditary . You just see the guidelines whether is there any terms and conditions which makes you not eligible to attend the exam due to the history of your parents health and proceed as per that. I don't think is there any law or provision will forbidden the candidate to not to appear for the exam of civil service. I don't think you have any legal complications to appear for the exam by disclosing about your parents health.
