Our trust is forcing to take partial Gratuity payment

I am 68 yrs age serving as registrar in a college since 1999 Oct.last month the trustees suddenly announced that our gratuity will better at our retirement age i.e.60.It is not told to us earlier.is it legal? Can the policy be changed like this?Please advise.
