Original Certificates held by employer how to get them released

My employer did not give appointment letter but asked me to give joining report which i did and also took my original degree certificates. He said i should give 2 month notice before i leave company as per their norms. he never showed me his rules and regulation document, never gave me appointment letter mentioning any rules. So what action i can take if he doesn't return my certificates even after i submit my resignation. He don't pay salary regularly so i resigned giving 2 month notice. He is not relieving me by returning my certificates or not giving me relieve letter or experience letter.please guide me to take necessary legal action.

We will have to first of all examine the companies policy and then we can provide you with a legal solution.

However no company has right to keep the original marksheet of the candidates as it deprives you of your fundamental rights. But still we will have to examine the policy

You can initiate a legal notice on your employer and demand for the release of your original certificates. Did you take any acknowledgement while handing over the documents ? If yes than you have a good case.
