Obtaining of CSD ECHS facilities by giving wrong information

A permanent govt employee who is a daughter/son of ex-serviceman has obtained smart card facilities from Indian Air force by submitting wrong and forged credentials and also by willfully hiding the fact that he is a regular govt employee. 1. Kindly inform if this is a case of criminal conspiracy or not? 2. Where should this case be reported to? a Police station, IAF authorities or his employer? 3. Whats the punishment for such cases as IPC?
1) this is not a case of criminal conspiracy it would be a case of fraudery against the person.
2) you need to report it to the concerned department first to take appropriate action against the person and duly check it.
3) punishment can only be determined once the matter is proved and under what sections he has been charged.
