Non-Payment pending salary arrears for 2 years

I was employed in State government department as a consultant on outsourcing basis without any appointment but internal note process has completed as per government norms. The enhanced salary were not released to me despite of several requests and reminders, release of central government funds. I was submitted my representation 4 times but there is no proper response and I took the same with higher authority but no response. I need advice how to get my pending salary arrears from department.
hi first need to see your selection process and any idenitty card issed by them and if they are not releasing the salary then you could file writ petition in high court questioning their inaction in not releasing the salary despite giving repeated requests to them
