Non payment of dues by the employer

I had worked for 5 years 10 months in a school, I had been made permanent also there. I resigned as per my wish. The school is not paying me summer salary and withholding one month more salary. I had been writing to them about it but they have just been passing time. Now they say it is three years so no claim can be made. What should I do ?
