Noc for document verification stage in lower grade pay job

Hello sir.. I'm currently working in a group B cadre in a central government department. My Query is ' i have applied for a state govt job requiring one year experience and I have mentioned my current organisation experience in the form....job is about lower grade pay and shifting from central to state govt. Though after filling up the application form I have intimate my organisation that I'm applying for this lower grade pay job....and if I got passed I will need an NOC to appear for documents verification stage...my department is not giving proper answer in this matter..... Is it possible to get NOC for document verification in this matter.
