Medical grounds leave rejected without any reason

My leave for medical checkup was rejected multiple times by executive engineer without any reason. Though he gave another employee a leave but my leave request was rejected. My doctor prescribed me checkup after every 6 months but due to this covid impact, i could not able to go for check up. Now i must have to go for medical checkup because of medicine shortage.i do not want to go for leave without permission of officer.
So, which legal action should help me?

You have not mentioned your government or private work in your question, however under this situation you should write a letter to Senior department through official mail or speed post and acknowledge about present senario which is happening with you. Medical leave is the right of the employee which is mentioned in roll book of company. You can avail that opportunity.
