Legal remedy for enhancement of pay scale

I am working as a technical assistant in ROHFW J&K State, GOI office. There are 19 such offices in country. The pay scale of two T.As in Bangalore and Imphal has been upgraded to higher grade in CAT. We other TAs in other offices are denied the same. We are doing same work. How can you help.
