Legal help in regarding pay post

I am working in an Autonomous organisation .My juniors in post i.e. PA, Asstt. were given similar grade pay and scale in last pay commission. Can a fundamental rule apply where I may get higher scale or grade pay than them. similarly, I was not given salary of higher post for which I was given additional charge saying that higher post was in my line of promotion.
In this case you can send a letter to your department seeking answers and reasons that why have you not been promoted . you can also send a legal notice to them if they donot comply with the notice then you can file a civil suit in the court of civil jurisdiction
