Issuing of Family / Legal Heir Certificate

My Father-in-law was passed away 3 months ago. He worked in Military Engg Services at Visakhapatnam as a Group-‘D’ employee. Since he expired, all the retirement benefits and Family Pension has to be paid to my mother-in-law.
Please clarify, in case any member of my father-in-law’s family rejects to sign on the forms in front of Revenue Inspector, can he with hold issuing of Family Certificate / Legal Heir Certificate ? If so, as per which law? if not, for justice whom to be consulted? Due to non-submission of this certificate in M.E.S, Family Pension and Death Benefits to my Mother-In-law have not been granted till date.
As a legally wedded wife your mother-in-law will be the immediate beneficiary of pension and other benefits unless the nominee in the rolls and records of the government is otherwise. Further, the Revenue Inspector will conduct an enquiry and then issue the family members certificate, which generally discloses the information regarding all the family members of the deceased, in short only the children of the deceased person and his wife details will be mentioned in such certificate. Hence, your apprehension that the Revenue Inspector with holds such certificate is incorrect. The officer is duty bound under the law to issue such certificate basing on your application unless anything contrary to law.
