is SC judgement related to LIC applicable to petitioners only?

I worked in lic on temporary basis for 85 days in the year 1990 . Now supreme court giving decision as per cgit court award in ID 27/1991 dated 18/6/2001 but at present now lic will started processing of absorption only petitioners I am also applied to the said post as per lic advertisement in news paper in july 2015
If you are working with LIC as a temporary workmen, then as per the such judgement the corporation has been directed to absorb you.
However, if you are not working with LIC and working in some other organization, then this judgement is not applicable.
