Is person working in CBEC dept. fit for regularisation in department

a person of s.caste having qualification (B.COM & Computer Knowledge) & working in CBEC dept as temporary worker from sep/2005 to till now on verbal appointment/order. there is any scope to regular his service???? the dept.dis not deduct his PF and ESIC. he is directed recruited by the dept.
