Is it allowed to have a worker union & staff union in one organization

Dea Sir, Is it allowed to have a worker union & staff union in one organization by the law. Is it possible for staff union to get recognition from employer while there is recognized worker union. If yes what is the procedure to get recognition for registered staff union.
There is no express provision in the law which bars the setting up of both a workers union and staff union. Recognition shall be the employer’s discretion. However, if the object of both the bodies is different, suit can be filed against the employer for granting recognition under the labour law of India.
