Is candidate Legally bound to join after receiving offer letter ?

Hello Sir, I own a software company in Jaipur. Recruitment is a part of company processes which keep going on regular basis as per our business requirements . in This process Candidate is selected in interview then we send them offer letter which they accept but some candidates keep giving interviews and Join Another company if they get better Payment offer. We Prepare plans and even have to manage infrastructure for an Expected employee. which cost us a lot in terms of business and setup if they don't join. how can we Legally bound candidate by offer letter to join us Thanks

Legally we can not bound any person to provide services.
The same problem is with the employees also. The companies recruit them and never call to join.
The way out is an perfact service agreement. You may add some conditions to pay damages but can not bound them anyway to do physical labour.
