Interpretation of 'still in service' in Government Employment

Sir, good day. i want to elaborate a situation in which i want to know the right interpretation of a phrase/statement 'still in service'. sir, govt. framed a policy to regularize some contractual employee who have completed three years in service as on 28.5.14 and still in service. The policy was declared on 16.6.2014. I left the office of the govt after this policy i.e. on 16.7.2014, so can i make a claim to be regularised. I made a representation for regularisation and they replied that you are not in office now, so you cant be regularised as you are not still in service, now what??

As per the clause that says still in service in my opinion it will have to be read as you must be in service at the time of applying for regularisation because the conjunction used is and and therefore both would be necessary prerequisites. However, you could take your chance in Court with not much hope but that slight chance because at the end of the day it's the whim of the judge that counts
