sir how can i registration of labor welfare officer under factory Act 1948?
There must be separate Rules framed by the state regarding appointment, service conditions of welfare officers. You may refer your state rules for details. Normally, MSW, Master's degree/ PG Diploma in Personnel Management/ Industrial Relations are the qualification for welfare officer.

In every factory which ordinarily employs 500 or more labors, it is necessary to have a labour welfare officer deployed. Various details as to the qualifications, duties and responsibilities and the emoluments which are to be paid to the said officer are provided for in the UP Factories Welfare Officer Rules 1950.
